UK Councils Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a new study of municipal councils, English councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in the UK stated that six out of ten of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling playing fields and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a high proportion of authorities seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of local leaders said they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in southeast England said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to raise 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the plan.

Local Levy Rises and Wider Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will need to raise local levies next April to cover the growing cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures take time to deliver both better provisions and cost efficiency,” said a council leader.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities this week further found local finances being stretched by the growing number of young people and older individuals needing special educational assistance.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (IMD) covering English councils, several participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 across the country under the latest IMD measures,” noted the report.

“While only one key city is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that reflects and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised social care provision in the past 12 months, the study revealed.
